The installing of the Habsburg rule marks the beginning of city planning in Arad City. German colonists and the Serb frontier defend troops essentially contributed to this. The maps drawn by way of the center of the 18th century show 4 sectors of the city: the citadel, the withdrawal vicinity, the "German city" and the "Serb town". Evolution of town making plans stopped in 2nd 1/2 of the century. There are to fundamental reasons to this: the Serb emigration to Russia and, more important, the orders coming from Vienna that interdicted any production near the antique fort.
